The Grant Administration Department administers a variety of grants to assist the community and our citizens.  Current grants managed within this department are the Community Development Block Grant Small Cities Set-Aside (CDBG), Certified Local Government Grant (CLG), HOME Grants; Emergency Shelter Grant; FEMA Hazard Mitigation Grants, including the Safe Room Grant, ODOC Multi-Purpose Senior Grant, and the ODOC Energy Efficient Lighting Grant.   Other grants that the Grant Administration Department has assisted with include Inasmuch Foundation grants, as well as Save America’s Treasures Grants.  The Grant Administration Department also provides guidance to other agencies within the community who need technical assistance in researching grant opportunities.

Ponca City Affordable Housing Program

The Mission of the Ponca City Affordable Housing Program is to conserve and improve the City’s existing housing stock, promote the stabilization and revitalization of deteriorating and disadvantaged neighborhoods, and provide assistance in the planning and implementation of improvements that a neighborhood may wish to undertake.

Home-Buyer Assistance Program

The City of Ponca City recognizes that most renters could afford to make monthly house payments, but the largest obstacle is saving money for a down payment and closing costs.  The Homebuyer Assistance Program is designed to decrease the barriers preventing low to moderate income individuals and families from owning homes.  The Homebuyer Assistance Program will provide income eligible applicants with assistance for down payment and closing costs up to $3,500.00.  The table below reflects current HUD Income Guidelines:

Demolition

The City of Ponca City proposes to undertake a comprehensive demolition program.  Currently there exist many dilapidated structures within the City of Ponca City which pose a threat to the health and safety of neighboring residents.  It is anticipated that approximately five (5) residential structures will be demolished.  Through elimination of these structures, property values in the neighborhoods will increase, thus inducing infill development.  Additionally, fire hazards will be eliminated.

Interim Assistance/Special Services

The purpose of this project is to provide special service assistance to low to moderate qualified residents (according to HUD standards) where immediate action is necessary in order to stop the physical deterioration of residential properties until something permanent can be undertaken.  Additionally, interim assistance will be available to low to moderate income citizens to eliminate conditions which threaten their health and safety.  Special services will be available for the replacement of deteriorating roofs, replacement of sewers, the removal of architectural barriers, and any other emergency type situation to stop the physical deterioration of residential properties.
